The Shadow Verdict emerged from a catastrophic tag war during the Underdark's third season, when three dominant delvers hoarded all the high tags and nearly destroyed league engagement. The ancient dwarven artisans who maintain the Underdark's balance forged this artifact as a failsafe—bound with magic that forces tag wealth to flow downward, ensuring no single delver can ever truly dominate the relic economy.

The Verdict appears as a perfect rectangular item card in dark purple and black, with halftone shading that seems to shift and move when viewed from different angles. The surface constantly displays the current lowest-ranked delver's name, etched in silver light. When tag theft occurs anywhere in the league, the Verdict glows faintly with an eerie purple luminescence. After the holder successfully defends against three raid attempts, the Verdict automatically transfers to whoever holds the lowest tag at that moment.

The Shadow Verdict serves as the ultimate equalizer in the Raleigh Underdark—preventing tag consolidation while creating a dynamic where holding high tags becomes increasingly dangerous and precarious. It ensures that the relic economy remains fluid, keeping all delvers engaged in the raid cycle regardless of their current standing.
