It contains the collective judgments of every competitor who has ever fallen from the league, becoming a living record of competitive justice that transcends individual players and seasons. The Decree was crystallized from the very first court session held in the deepest cavern of the Underdark, when the founding mercenaries agreed that their judgments must outlast them.

The Spectral Decree appears as an ethereal parchment document that hovers above the holder's hand, its edges constantly dissolving into wisps of green-tinged shadow. The surface bears the pressed seals of every delver who has ever fallen from the league, glowing faintly like distant stars. When a judgment is rendered, the relevant names flare bright gold before settling back into the permanent record. The voices of the fallen whisper continuously, commentary on current exchanges passing like a supernatural broadcast.

The Spectral Decree judges the legitimacy of tag exchanges, nullifying those made through cowardice or deception while validating honorable victories. When held, the bearer can invoke a 'Verdict' once per season - rendering a judgment that permanently affects how a specific tag exchange is recorded in the Underdark's history. A validated victory grants the winner enhanced legend status, while a condemned theft marks the thief with a permanent scar that reduces their raid bonuses across all future seasons.
