The Wicked Decree was forged in the First Season when the original mercenaries gathered to establish the laws of the Underdark. Seven founders inscribed their will into a single stone tablet, creating an artifact that could bind all who heard its words. When a delver holds the Decree today, they command the voice of the foundingseven - the original authority that still echoes through the darkness.
The Decree amplifies the holder's voice to carry through the entire Underdark, ensuring all delvers hear its terms. Once spoken, no delver may refuse engagement or retreat from the declared challenge. The holder gains a visible black glyph on their forearm, signaling their authority to all who see it. When the Decree is invoked, the stakes are tripled - winner takes all tags wagered, loser surrenders an additional tag to the Underdark's reserve.
The Wicked Decree serves as the ultimate enforcement mechanism in the Underdark - it can force any delver into a tag exchange regardless of their standing, creating high-stakes confrontations that cannot be refused.
